Zachary has redefined what it means to be a zealous and effective advocate for the Utah County. As the attorney assigned to the Health Department and HR, Zachary has of the most eclectic, demanding, and high volume assignments in the County. The breadth and depth of his legal knowledge is astounding. He has become an expert in at least the following areas of law: (1) Environmental Health regulations, which includes: public and private water quality, pool regulation, wastewater regulation, air quality, hazardous waste, public facilities like hotels, restaurant and food safety regulations, and body art regulations; (2) Public Health law, which includes: drug, alcohol, and tobacco regulations, chronic disease, asthma, WIC, mosquito abatement, tuberculosis, rabies, vital records, indigent burials, and epidemiology; (3) federal health laws and regulations, including the labyrinths we call HIPAA and 42 CFR Part 2 (drug and alcohol treatment) as well as federal grant compliance; (4) contract law; (5) employment law; (6) constitutional law; and (7) mental health law, including civil commitments. Zachary is a wise counselor and a fierce advocate. The role he plays in our office is critical, and the people in the departments he works with nearly cried when they thought he was getting reassigned.

As a civil division attorney, it is difficult to measure success. We don't have win/loss columns for cases, or number of plea deals reached. Our preeminent goal is to keep the County out of trouble, which can happen in a million and one different ways. You could say we win when nothing happens. Zachary does more than any other attorney I know to make sure nothing happens. This goes unnoticed by most, but impacts every Utah County citizen in ways they can't begin to comprehend. He is more than deserving of Employee of the Month.
